Actively Implement the Global Governance Initiative: Toward a Community with a Shared Future for Humanity

On September 1, 2025, Chinese President Xi Jinping proposed at the “Shanghai Cooperation Organization (SCO) Plus” Meeting the Global Governance Initiative (GGI), calling on countries in the world to work in concert for a more just and equitable global governance system and advance toward a community with a shared future for humanity. This initiative further contributes China’s wisdom and solution to strengthening and improving the global governance system. It is yet another important public goods provided by China following the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI) that have been proposed by China in recent years.
The GGI comes at a very opportune time and carries far-reaching significance. This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations (U.N.). Over the past eight decades, the visions and practice of global governance, i.e. the international system with the U.N. at its core, the international order underpinned by international law, and the basic norms of international relations based on the purposes and principles of the U.N. Charter, have provided strong safeguards for promoting world peace and development and human progress. However, the current international landscape is undergoing changes and turbulence. New challenges have been only increasing, and the multilateralism is being challenged. It is imperative for us to reinforce global governance. Against this backdrop, the GGI is introduced with focus on the questions of what kind of global governance system to build and how to reform and improve global governance, responding to the common aspirations of people in all countries and meeting the urgent needs of the world today. It charts the course for international cooperation in addressing the deficit in global governance and the challenges of the times, and injects fresh momentum into the vision of building a community with a shared future for humanity.
The GGI points the way forward and outlines practical pathways. It elucidates the principles and methods that need to be followed to reform and improve global governance. Specifically, the initiative is guided by five core concepts. First, adhering to sovereign equality is the foremost premise of global governance. We should promote greater democracy in international relations and increase the representation and voice of developing countries. Second, abiding by international rule of law is the fundamental safeguard for global governance. The purposes and principles of the U.N. Charter and other universally recognized basic norms of international relations must be observed comprehensively, fully and in their entirety, while international law and rules should be applied equally and uniformly. Third, practicing multilateralism is the basic pathway of global governance. We should uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit, strengthen solidarity and coordination, and firmly safeguard the status and authority of the U.N. Fourth, advocating the people-centered approach is the underpinning value of global governance. We should ensure that the people of every nation are the actors in and beneficiaries of global governance, so as to better safeguard the common interests of all countries. Fifth, focusing on taking real actions is an important principle of global governance. We should pursue both current and long-term interests, and carry out global governance in a more coordinated, systematic and holistic way. Precisely targeting the current difficulties and obstacles in global governance, the GGI provides strategic guidance and lays the institutional basis for countries to achieve a more just and equitable global governance system and advance toward a community with a shared future for humanity.
The GGI demonstrates responsibility and voices the call for upholding fairness and justice. As a permanent member of the U.N. Security Council, China has consistently fulfilled its international obligations. The GGI exemplifies China’s commitment to offering Chinese ideas and methods to the world and taking up its responsibility. It advocates a coordinated, practical and balanced approach, reflecting the vision of global governance featuring extensive consultation and joint contribution for shared benefit. It is intended to address the current problems in global governance such as the Cold War mentality, hegemonism and protectionism, safeguard the international system with the U.N. at its core and the international order based on international law, and promote more just and equitable global governance. The four initiatives, the GDI focusing on promoting international cooperation on development, the GSI on encouraging dialogue and consultation over international discord, the GCI on promoting exchanges and mutual learning among civilizations, and the GGI on reforming the global governance system and institutions, are consistent and interconnected with each other, representing a broad consensus about building a community with a shared future for humanity. Together, they inject stability and certainty into a turbulent world, showcasing China’s responsibility and actions in international affairs.
Both China and Sudan are Global South countries with shared aspirations and commitment to solidarity. The two countries share identical or similar views on many major international issues, stay committed to upholding international fairness and justice, and have long maintained sound cooperation in the field of global governance. China highly appreciates Sudan’s active and consistent support for various initiatives put forward by China. As 2025 marks the 10th anniversary of the China-Sudan strategic partnership, China will use this opportunity to strengthen communication and coordination with Sudan in putting the GGI into practice . China looks forward to working with Sudan for a more just and equitable global governance system and advancing toward a community with a shared future for humanity, so as to jointly create a brighter future for mankind.
